What are appropriations?

An appropriation is a term used to describe money that is set aside by a budget and approved by Congress for certain government projects or plans. The House and Senate Appropriation Committees are in charge of setting and approving these expenditures. Since they are able to control spending, these committees are often considered the most powerful in Congress. There are currently 13 separate appropriation subcommittees (10 in the House, 3 in the Senate) that meet to decide how to fund certain federal programs. They are only limited by the overall allocations that are passed in the budget. See also earmarks.
