What are earmarks?

Earmarks were created to give congress the ability to control how money, which was already approved through the budget appropriation process, can be used for specific projects or programs. “Control” is the key word when it comes to earmarks. Think of it as a pie. Congress gives the head of a specific program the whole pie, through budget appropriations, but says a piece of the pie must be used for a specific purpose or not used at all. Many legislators like these earmarks because it lets them easily control exactly where and how the funding is spent within the program. This control is often used to reward lobbyists.
